the NEUTRAL citizens.
In the city run over by mob families, crime and a war that nobody would have ever asked for, it is hard for the citizens of Boston to remain unbiased, neutral in the way they go about their daily lives. It is rare for someone in the city not to be at least aware of the feuding mob families, and nearly impossible for nobody to know who the Connelly family is. Many of these "neutral" citizens work in businesses that give a percentage of their profits to the Irish, who in turn have counted on their protection over the years. Many other businesses that these citizens work in have been pulled out of bankruptcy by the Marino family. Even if these people work, live, and mingle with one side or both, they stay out of it. In most people's mind's eye, it is better to remain out of it than risk getting a bullet between the eyes.
